Subject: Urgent Request to Add Citywide ADU Bonus Density Program Repeal to Agenda

Dear Council President LaCava,

I urge you to place the citywide repeal of San Diego’s ADU Bonus Density Program on the City Council agenda for an official vote. While the Council unanimously voted on January 28, 2025, to request this repeal, a formal hearing date has yet to be set.

The upcoming March 4, 2025, hearing only addresses the egregious footnote 7 changes in Southeastern San Diego, leaving the broader citywide issue unresolved. Given the significant impact of the Bonus ADU Program, residents across San Diego deserve a transparent discussion and vote under the Brown Act.

The Council has already recognized the need for change—now, we need action. Please schedule this item on an upcoming agenda and provide clarity on when it will be heard. Thank you for your leadership.

Sincerely,

Council President Joe LaCava

Subject: Request to Add Citywide ADU Bonus Density Program Repeal to Council Agenda

Dear Council President LaCava,

I am writing to respectfully urge you to place the repeal of San Diego’s citywide ADU Bonus Density Program on the City Council agenda for an official vote. While I appreciate the Council’s recent unanimous vote requesting this repeal, it is essential that it be scheduled as a formal agenda item as soon as possible so that the public can participate in the discussion and the matter can move forward transparently.

As you know, the January 28, 2025, City Council vote directed staff to return within 60 days with an action item to roll back the city’s expanded ADU Bonus Program and align it with state standards. However, as of now, a specific hearing date has not been set. The upcoming March 4, 2025, hearing only addresses the egregious footnote 7 changes for Southeastern San Diego, not the broader citywide repeal of the City’s Bonus ADU law. Given the widespread impact of the Bonus ADU program across all neighborhoods, residents citywide deserve the opportunity to voice their concerns and participate in an open discussion under the Brown Act.

Many community members, including myself, believe that the city’s Bonus ADU Program has led to excessive density, parking shortages, and infrastructure strains that were not anticipated when the policy was originally enacted. Returning to state guidelines would strike a better balance between housing growth and preserving neighborhood character. The Council has already acknowledged these concerns with its unanimous vote—now, the next step is ensuring that this issue receives the full, public debate it warrants.

I urge you to take action by scheduling this matter on an upcoming City Council agenda as soon as possible. I would greatly appreciate any updates on when this issue will be officially discussed and voted on. Thank you for your leadership and attention to this critical issue.

Sincerely,

Mayor Todd Gloria with Turquoise Tower

Dear Mayor Gloria,

I strongly urge you to fund the Development Services Department (DSD) to deny the permit for the proposed Turquoise Tower and invest in a thorough study to prevent this harmful project.

The tower threatens our community’s character, infrastructure, and quality of life. Please act now to protect San Diego and do the right thing by stopping this development.

Sincerely,

Now is a pivotal time
to make your voice heard regarding the Tower

Now is a pivotal time to make your voice heard regarding the Tower. Neighbors for a Better California urges you to email Mayor Todd Gloria now to make your opposition to the Turquoise Tower application known. Here is a direct link to send emails to the mayor - MAYOR’S EMAIL FORM. Here are two sample letters you can use to give you some inspiration.

Dear Mayor Gloria,

I am writing to express my strong opposition to the proposed Turquoise Tower development and to urge you to take immediate action to protect our community. Specifically, I call on you to allocate funding to the Development Services Department (DSD) so they can effectively deny the permit for this project and invest in a comprehensive study to assess the full impacts of this development.

The Turquoise Tower proposal represents an unacceptable disruption to our community’s character, environment, and livability. Its scale and scope threaten to compromise local resources, infrastructure, and quality of life. Denying this permit is not only a critical step in preserving our neighborhoods but also a reflection of responsible urban planning and governance.

I implore you to do the right thing by prioritizing the needs and well-being of San Diego residents. Funding the DSD and supporting a thorough investigation into the implications of this project are necessary measures to ensure that this development does not move forward unchecked.

Your leadership is essential in stopping this atrocity and safeguarding the future of our city. I trust you will take action to uphold the values and integrity of San Diego.

Thank you for your attention to this matter. I look forward to your response and to seeing meaningful steps taken to address our concerns.

Sincerely,
